Location: Hagerstown, MD
Job Type: W2 contract 
Contract : 6+ months
  Job Requirements:
  • 5+ years experience with an automotive background
  • Knowledge of EPA (CFR 40) and CARB (CCR 1971) certifications and policies
About the Role:
  • Apex Systems is seeking a highly experienced Certification & Compliance Engineer to support our client’s regulatory and certification initiatives. This role is essential in ensuring compliance with EPA (CFR 40) and CARB (CCR 1971) regulations, managing certification processes, and contributing to full vehicle lifecycle compliance—from initial design to end-of-life sustainability.
  • Regulatory Compliance & Certification
  • Define and implement certification requirements in line with federal (EPA) and California (CARB) regulations
  • Stay ahead of evolving regulations and emerging industry trends (e.g., 2030 emissions targets)
  • Oversee compliance for diesel engines and aftertreatment systems
  • Interpret regulatory updates and establish implementation strategies for new EV certification requirements
  • Testing & Monitoring
  • Conduct annual field testing using Portable Emissions Measurement Systems (PEMS) to validate compliance for in-use trucks
  • Lead post-production engine testing to ensure emission system reliability (3 years post-model)
  • Oversee dynamometer testing and AFT treatment system verification
  • Stakeholder Engagement & Communication
  • Represent the company in EPA and CARB regulatory meetings
  • Collaborate with industry associations and internal teams to ensure best practices
  • Communicate complex technical data to sales, business teams, and strategic decision-makers
  • Cross-Functional Collaboration
  • Partner with auditors and compliance teams to track vehicle component defects and maintain federal and California test standards
  • Provide input on data quality, user access, and emissions technology developments
Experience & Qualifications:
  • 10+ years of experience preferred; 5–8 years accepted for technically strong and self-motivated candidates
  • Deep understanding of diesel engines, aftertreatment systems, and OBD
  • Familiarity with EV battery certification and light coding/scripting for data filtering/searches
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint); No CAD tools required
  • Experience working across global markets (Singapore, Hong Kong, London, Japan) in compliance and certification
Responsibilities:
  • Coordinate and ensure type approvals for components, systems, or vehicles impacted by projects are delivered according to project plans.
  • Maintain delivery of legal documents throughout the product family lifetime as requested by authorities.
  • Manage and plan all certification, compliance, and homologation activities and deliverables for start cost projects and maintenance.
  • Report and communicate status on certification, compliance, and homologation internally and to type approval authorities and technical services.
  • Develop and improve processes and tools for certification, compliance, and homologation across the organization.
  • Serve as a reference for legal interpretation of regulated product-related areas.
  • Manage and negotiate with type approval authorities and technical services regarding legal interpretations.
Experience:
  • Recognized expert in Certification & Compliance Engineering, typically requiring 10 years or more relevant experience.
  • Experienced project lead and established coach, mentor, and educator.
  • Known subject matter expert and go-to person for complex discipline-related issues.
  • Strong T-shaped profile, either building deeper discipline excellence or developing a mature generalist toolbox.
  • Known product owner, often contributing to project roadmaps and strategies within the context of industry trends.
  • Clear articulation of value creation by connecting their work to the TD/BA strategy.
